I measurement technologies there are cases when you really need batteries, but for light that should not be a necessity.

generally led lighting used on ac mains uses a switched-mode power supply, which includes a transformer, to convert the mains power to lower voltage dc at constant current and voltage for the LEDs.
the transformer is not essential except for safety by electrically isolating the fixture from the mains power. should other components fail the transformer keeps mains power away from the rest of the device.
